Delhi Pollution: Gopal Rai Gives instructions for Effective Implementation of Restrictions Related to Phase Three of GRAP, AQI Crosses 400

Delhi’s Environment Minister, Gopal Rai, issued a directive to all relevant departments on Saturday, urging them to reinvigorate their teams for effective implementation of the Central Air Pollution Control Plan’s Phase-3 restrictions. The move comes in response to the deteriorating air quality in the capital, marked by a shift from ‘Poor’ to ‘Severe’ category on Friday.

Weather Hindrances: Impact on Delhi’s Air Quality

Addressing a press conference, Minister Rai highlighted that due to low temperatures and stagnant air, Delhi experienced a shift in air quality from ‘Poor’ to the ‘Severe’ category on Friday. He emphasized, “In light of the worsening air quality, the Central Pollution Control Board (CPCB) has implemented restrictions under the ‘Graded Response Action Plan’ (GRAP) Phase-3. This means a ban on unnecessary construction activities and the operation of four-wheeled vehicles running on BS3 and BS4 diesel in Delhi-NCR.”

Sensitive Measures: Government’s Alertness Across All Departments

Minister Rai informed that all 28 concerned departments involved in pollution control efforts have been put on high alert. He stated, “They have been instructed to promptly reactivate their teams to manage the situation effectively.” Rai reiterated that until further notice, there would be a prohibition on non-essential construction activities, stone-breaking, and mining in Delhi.

Understanding GRAP – The Central Air Pollution Control Plan

GRAP, the Central Air Pollution Control Plan, is implemented during the winter season in the region. It is categorized into four phases – Phase-1 ‘Poor’ (AQI 201-300), Phase-2 ‘Very Poor’ (AQI 301-400), Phase-3 ‘Severe’ (AQI 401-450), and Phase-4 ‘Emergency’ (AQI above 450). The restrictions are activated based on the severity of air quality, and Phase-3 measures are currently in effect.
